on the Brahma Rathotsavas in India

Have been thinking WHY these are known as "Brahma" rathotsavas, when every deity is paraded except Brahma, it seems!

Could it be that, originally, it was indeed Brahma who was paraded but, as worship of Brahma was substituted by worship of later (usually non-Vedic deities) from the 2nd century BC on - but mainly after the 9th century AD - the name (Brahma Rathotsava) was kept but the deity actually being paraded changed?

Any information or comments relating to the above question are welcome.
